A Guide to the International Mobility Program in Canada
The International Mobility Program allows employers in Canada to hire foreign nationals as temporary workers without a Labour Market Impact Assessment (LMIA). When hiring an employee on a temporary work permit with the International Mobility Program (IMP), the employer needs to apply on the CIC's (Citizenship and Immigration Canada) portal for an offer of employment number and submit the compliance fee.
Once the employer submits an offer of employment, the temporary foreign national worker must file a work permit application.
Importance of the International Mobility Program
Here are some conditions under which you can hire foreign national temporary workers without LMIA;
· The program provides competitive economic and cultural benefits to Canada
· The program offers reciprocal benefits abroad for Canadian citizens and permanent residents
Eligibility
The categories of foreign nationals who can qualify for the program include but aren't limited to;
· People coming to the country as part of a trade agreement such as CETA (Comprehensive Economic Trade Agreement), the Trans-Pacific Partnership, or CUSMA (Canada-United States-Mexico Agreement)
· People entering the country on an open work permit
· Intra-company transferees entering Canada to carry on with their jobs. Intra-company transfers are only possible if the company has a branch, affiliate, or subsidiary in Canada
· Students entering the country under the reciprocal youth exchange agreements such as the IEC (International Experience Canada) program
· International graduates with a Post-Graduation Work Permit
What makes the International Mobility Program (IMP) different from the Temporary Foreign Worker Program (TFWP) is that it doesn't require employers to search for Canadian workers before offering positions for foreign nationals. They can directly offer jobs to foreign nationals.
To hire a foreign employee under one of the International Mobility Program streams, the employer must pay a compliance fee (i.e., $230) unless the applicant acquires an open work permit.
If the job applicants already have an open work permit, you don't need to pay the compliance fee and don't need to submit an offer of employment through the Employer Portal.
